patch 1.0.4 - Backup system + Specialisations memory

- Backup system: This should prevent the loss of your save in the event of a crash in the middle of rewriting the save file.
- Specialisations locked in the previous colony now unlock and stay selected when starting a new colony.
- Added a new setting to scale the size of the hover tooltip box. This should help with descriptions readability on smaller screens and devices.
- fixed effects description value display in Korean.
- removed the "erase save file" button from the settings.
- removed save buttons from the settings when in the title screen.
