UI delay and map hotfix

Greetings commanders,

The latest hotfix addresses the following issues:
- UI delay was not applied correctly (the pathing calculations would start on moving to a new tile anyway, crippling the FPS on mouse move)
- various map plots have been fixed, others have been added
- fixed alignment issues on some map layers
