Reworked outdoor conversation distribution. There are now color coded badges that indicate whether you are continuing a conversation you started (purple), continuing a conversation someone else started (red), or starting a new conversation (gold). This plus background changes should even out the opportunities to start new conversations. It may take a little while for the new balance to settle in.
More outdoor conversation hover context to tell you what will happen if you interact with someone.
