hotfix for oops
Fixes
- caps lock can now properly hit coal tiles if there are no other options and convert them to a random capital
- fixed haze tiles not spreading (they used the effect priority system and i forgot to update them)
- fixed visual issues with haze tiles that i'm pretty sure have been in the game since launch (color snapping instead of smoothly transitioning to blinking, not returning to full dark after spreading, not blinking at the correct time)
- in my defense i never let them spread because i'm really good at the game
