I have fixed numerous start up issues.

QoL updates:

UI fades when you try to select dots or cities.
Production sliders now appear by pressing 7 without pressing SPACE

Bug fixes:

Non-host can’t change the game mode anymore.
Production input doesn’t reset if done during game pause anymore.
The slider knob doesn’t appear in a random place anymore.
Production UI doesn’t appear for spectators or in replays anymore.
Experiment + Custom map doesn’t crash replays.
