Adds a new houserule option: Allow retraining and shop at any time. You can enable this to get retraining and shop access at any time, including during short rest.

(This update sets the stage for a rewrite of the Retrain Anytime mod, which has an unfortunate interaction with a recent Dawnsbury Days update that causes the game to always flip back to adventure path view whenever you make any change in your party inventory.)
