Hotfix 21b - 2 Multiplayer issue

This hotfix is intended to ease some of the lag felt by players when joining on another player's save. It should ease some of the rubberbanding.

It's not perfect but it's a huge step up. Also Patch 21c coming soon including some more randomized elements to gameplay and the environment. thank you byebye
