This update focuses on polishing the diplomacy user interface, introducing localization for diplomatic time durations, and hardening active UI tooltips against scenario transitions!

🌍 Localized Diplomacy Tooltips
• Time-Based Suffixes: Relationship breakdown tooltips now correctly support and localize day and month suffixes across all 12 supported languages, ensuring clear tracking of diplomatic cooldowns and opinion decay timelines.
🎨 Clean & Polished UI Layouts
• Hidden Horizontal Scrollbars: Cleaned up the presentation of all diplomacy and intelligence overlays by suppressing unnecessary horizontal scrollbars, ensuring a sleeker and more immersive interface layout.
🛡️ Hardened Tooltip World-Recreation Guards
• Zero Stale Tooltips: Hardened active tooltip hover events with strict EntityManager identity checks. When you load a new game or recreate the scenario, active tooltip lambda events now instantly detect the fresh game state rather than throwing silent errors, providing a flawless transition.
