With recent updates to Windows 11, the wallpaper functionality was broken due to how Windows handles Desktop windows and the general flow.
This has now been fixed in the latest update to allow everyone access to lovely Aquariums and Ocean Reefs once more.

Hot swapping between Wallpaper and Fullscreen ModeUsing Shift + F8, you can now swap back and forth between these modes.
