You have been running security ops as you pleased/wished. High Command has decided that is not a system, applicable to Oppressian Navy standards.
THE COMPLAINTFor a long time there was no single place holding what an operator actually needs: the core mechanics of the boat, the rules he works under, the settings, the parts.
Knowledge of that kind does not survive in a man's head and memory only. It survives in a book, properly formatted, approved and signed by appropriate authorities, or it does not survive.
THE FINDING
The first instinct was to put it all into the Daily Orders: the document that already stipulates what procedures are to be employed, how, and when.
That document was over-encumbered the moment we tried it. Too much information, not enough space to display it, the page crowded past reading.
The result was easy to see coming: no clarity, information spread all over the place, a dozen pages turned to recover one small fact. Simply annoying.
And the requirement still stood. Somewhere, the machine parts had to be listed and the procedures noted. Not to mention the horrific possibility that some crewmember could've forged a signature or even a stamp, for their own personal gain.
THE DIRECTIVE: THE FIELD MANUAL
Issued to every station: the SUBMARINE INSTRUCTIONS FIELD MANUAL. Yes, we are at sea. High Command is aware, and finds it funny.It holds vital information on:
General areas and tools inside encryption cabin
Machine parts and operations
Verification bits, signatures, stamps and fields
Paper and document types
One item has been struck from it. The roster now lives in a separate document and folder of its own: that part carries far more text than the rest, and it calls for a different kind of handling and use altogether. Not to mention the absolute necessity to have roster document locked to prevent any snooping noses trying to find out what State thinks of them.
CLOSING
The manual will be revised as your reports come in. This is the general shape of it, not the last word.
