Sync Issue: Fixed an issue where Steam Achievements were not syncing with local save files.

V-Sync Toggle: Added a V-Sync toggle to the Settings Panel.
Changes:
V-Sync Default: V-Sync is now disabled by default.
Frame Rate Default: The default frame rate is now set to 60. You can change this by locating VSyncAndFrameRate.txt in your save folder and modifying the FrameRate value.
