"Prevent Level Skill Overrides" option for enabling leveling/skills on maps that disable it.

Levels with high numbers of volumes can opt-in to "Enable_Static_Volumes" which improves performance of volume overlap checks. (Thanks RBMKBlaze, Ghosticollis, and MCrow!)
Separated "No Incoming Damage" safezone option from "No Weapons" to allow attacking safezone campers.
