We found some issues with chat and loading missions from a user report that turned out had their friends list offline. So this patch addresses the issue. Changes listed below:

- Fixed an issue where steam friends being offline would break the game and not allow you to load into any matches.
- Fixed an issue where steam friends being offline would stop global chat working.
- Fixed an issue where steam being offline would prevent the full initialization of the game causing chat to not work and fail to load missions. If you have steam offline you will not contribute towards achievements but everything else should function now.
