Improvements

Added more alcohol spawn locations to vertigo
Made it so the timer freezes after the last checkpoint in racing

Bug Fixes

Fixed cops having infinite scan range
Fixed fastest times not being updated when there was already one
Fixed not being able to drive through people's lines when small
Removed invisible wall in Vertigo
Fixed flaming hoop achievements not working past 20 flaming hoops
Made Simon Says challenges not repeat
Fixed spawn invincibility not working for lines
Fixed racing sometimes saying there are 999 laps
