This is one of the characteristics of the game. In particular, in order to meet the maximum cost limit, the maximum rarity of the equipment must be below a certain level. Please note that if you don't meet this requirement, you will not be able to accept Challenge Quests. Equipment can be changed in the "Equipment Change Node" on the right side of the quest board in the Assembly Hall.
