VTube Studio 1.28.0 - Post Processing Effects / VFX

This update adds built-in post processing to VTube Studio, including effects such as bloom, backlight, lens-distortion and many more!!!

You can create effect presets and switch between them using visual effect hotkeys. It's a lot of fun, please give it a try!! (some examples below)

Other stuff that was added:

Post-processing (see above)
Spout2 Background, a special background that accepts Spout2 video streams and puts them as background in VTube Studio. Windows only. Be careful not to show any personal info if you use this!!
VNet: File upload/download rate limiting. With this, you can set upload/download speed limits to make sure big/long uploads don’t lag your VNet connection (or in the worst case break it entirely). Useful for users with low-bandwidth internet connections.
WebP "support". When you drag in WebP images (.webp) or put them in the “Items” folder, they are automatically converted to .png so they can be loaded in VTube Studio. WebP HATE!!!!!
API: You can now load arbitrary data as item (JPG/PNG) using the ItemLoadRequest after getting special permissions from the user. Also, you can now use the API to pin items to the model and get notified when the model or items were clicked. For more info, check the API documentation: https://github.com/DenchiSoft/VTubeStudio

The following bugfixes and improvements were also implemented:

Monthly backup warning. A popup is shown once a month to remind you to backup your models. Seriously, do it.
Fixed bug that made 7TV emotes not work in emote dropper and Twitch chat scroll.
Temporarily force VTube Studio to always start in fullscreen mode on macOS 14.2 because there is currently a macOS bug that makes VTS not register clicks in window mode on that new macOS version.
